Cocked dice / Dice rolls

Ok there are two options:

1) Any die that is not resting flat so that its top surface is parallel to the game board, and so that its bottom surface is on the game board itself (or on some other pre-approved rolling surface, such as a box or the platform at the bottom of a die tower) and not in a dugout, on a model's base, elswewhere on the table, etc. is "cocked."  Consider this a ruling from your friendly neighbourhood commissioner, subject to revisement by me only if someone finds some ambiguity in it, and go from there.

2) Have a quick conversation with your opponent at the start of the game.  Say "how about we call a die cocked if and only if *****").

I prefer option 2.  

Alternative: everyone should stop rolling like spastics.  Leniency given for this recent game day since it was hot in there and probably everyone's hands were getting sweaty.  But in general, this shouldn't be so tough a task to master.

We are going to remedy this 'thing' completely by purchasing clear dice trays, but we have other priorities right now as far as league funds so this project is shelved right now.
