The TBVA is the Thunderbowl Volunteers Association, basically members with portfolio that have specific roles to make the league run smoother by taking responsibilities away from Commissioners. The members themselves do not form an upper house - where their votes weigh in more than others outside the Committee.

Anybody within the current Thunderbowl League can become a TBVA member, provided they don't mind volunteering their time, and have a skill or service they can offer the league.
